Here's the Firmware of Alcatel One Touch Pop C7 7040E.This firmware is very much working (Tried and Tested many times)..

Procedure:

1.Open SP Flash tool

2.Load Scatter file,after loading scatter file

3.FILL CUSTPACK, MOBILE_INFO, and other file. UNCHECK PRELOADER only (Never flash preloader)(if error occur include PRELOADER. Proceed at your own risk).

4.Press Download to Flash your Phone.

5.Insert usb cable to the device

6.Wait until Complete Flashing

Optional:
If flashin successful make HARD RESET
press vol+ and power button
Done
